London's Pacific and Western Bank is growing into the home mortgage business. The bank, which lends money largely for building commercial and institutional developments, is spending about $50 million monthly to buy mortgages as the amount of interest banks can charge is on the rise, said David Taylor, Pacific and Western chief executive.
